The Convergence Challenge
Saudi Arabia's critical infrastructure—energy generation, water treatment, petrochemical refining, and desalination plants—relies on Operational Technology (OT) and Industrial Control Systems (ICS) that were designed for isolated, air-gapped environments. Today, the drive for efficiency, remote monitoring, and integration with enterprise IT networks has dissolved many of those boundaries. This convergence brings agility and cost savings, but it also exposes decades-old control systems to cyber threats that were once theoretical.
Unlike traditional IT systems designed with frequent patching and rapid updates, OT/ICS environments prioritize uptime and safety above all else. A vulnerability in a SCADA system, PLC, or HMI cannot always be patched immediately without halting critical operations. Attackers understand this constraint and have begun targeting these systems with increasing sophistication, from reconnaissance and lateral movement to disruptive attacks that can affect water supply, power distribution, or industrial production.
Regulatory and Framework Alignment
The Saudi Central Bank (SAMA) Cybersecurity Framework (CSF) and the National Cybersecurity Authority (NCA) Essential Cybersecurity Controls (ECC) both recognize OT/ICS as a distinct security domain requiring specialized governance. The SAMA CSF emphasizes risk-based asset management, secure design principles, and continuous monitoring of critical systems. The NCA ECC, aligned with international standards including NIST CSF 2.0, mandates that organizations operating critical infrastructure implement controls specific to industrial environments.
Additionally, the Saudi Personal Data Protection Law (PDPL) and its implementing regulations require organizations handling operational data to maintain confidentiality and integrity safeguards. While PDPL focuses primarily on personal data, the principles of secure data handling apply equally to operational parameters, sensor readings, and control signals that, if compromised, could endanger public safety.
Core OT/ICS Security Practices
Network Segmentation and Air-Gapping. The most effective OT/ICS defences begin with architectural separation. Critical control networks should be isolated from corporate IT and the internet using firewalls, demilitarized zones (DMZs), and unidirectional gateways. Where remote access is essential, it must be mediated through jump hosts, multi-factor authentication, and encrypted tunnels with strict access logging.
Visibility and Asset Inventory. Many organizations cannot name every device on their OT networks. Passive network monitoring, protocol analysis, and regular physical audits are essential to build and maintain an authoritative inventory of PLCs, RTUs, HMIs, sensors, and engineering workstations. This inventory feeds risk assessments and patch management decisions.
Vulnerability Management for OT. Traditional vulnerability scanning can disrupt OT systems. Organizations must adopt OT-aware tools that perform safe, passive discovery and use vendor advisories, threat intelligence, and risk scoring to prioritize patching. Legacy systems with no available patches require compensating controls—network isolation, behaviour monitoring, or air-gapping.
Incident Response and Recovery. OT/ICS incidents demand specialized playbooks. Security teams must understand the difference between an IT breach and an operational disruption, and they must coordinate with plant engineers, safety officers, and production teams. Regular tabletop exercises and simulations build muscle memory for crisis response.
Moving Forward
Saudi critical infrastructure operators should conduct OT/ICS security assessments aligned with SAMA CSF and NCA ECC, engage vendors and integrators who understand both safety and security, and invest in training for security and engineering teams. As digital transformation accelerates, the integration of OT and IT will deepen—but with disciplined segmentation, continuous monitoring, and incident readiness, Saudi organizations can protect the systems that power the nation.
