🇸🇦 Saudi Arabia Impact Assessment
Despite Adobe Flash Player reaching end-of-life in December 2020, many Saudi organizations — particularly in government agencies, banking (SAMA-regulated entities), healthcare systems, and energy sector (ARAMCO and subsidiaries) — may still have legacy systems or internal applications dependent on Flash. Government portals and older enterprise applications in Saudi Arabia historically relied on Flash-based interfaces. Telecom operators (STC, Mobily, Zain) with legacy customer-facing portals could also be affected. This vulnerability is especially dangerous for organizations that have not completed their Flash removal initiatives, as active exploitation campaigns have targeted Middle Eastern entities.

🔧 Remediation Steps (English)
Immediate Actions:
1. Uninstall Adobe Flash Player from all endpoints and servers — Flash reached end-of-life on December 31, 2020, and should not be present on any system.
2. If Flash cannot be immediately removed due to legacy application dependencies, apply Adobe Security Bulletin APSB16-15 (Flash Player 21.0.0.242 or later).
3. Block Flash content at the network perimeter using web proxies and next-generation firewalls.
4. Disable Flash Player in all web browsers via Group Policy or browser settings.

Detection Rules:
5. Deploy IDS/IPS signatures for CVE-2016-4117 exploitation attempts (Snort SIDs available).
6. Monitor for suspicious SWF file downloads and Flash-related process execution.
7. Hunt for indicators of compromise associated with known exploit kits leveraging this CVE.

Compensating Controls:
8. Implement application whitelisting to prevent unauthorized Flash execution.
9. Enable EMET/Windows Defender Exploit Guard mitigations on legacy systems.
10. Segment networks containing legacy Flash-dependent systems from critical infrastructure.

Flash.
