📄 Description (English)

Progress Telerik UI for ASP.NET AJAX and Sitefinity Cryptographic Weakness Vulnerability — Progress Telerik UI for ASP.NET AJAX and Sitefinity have a cryptographic weakness in Telerik.Web.UI.dll that can be exploited to disclose encryption keys (Telerik.Web.UI.DialogParametersEncryptionKey and/or the MachineKey), perform cross-site-scripting (XSS) attacks, compromise the ASP.NET ViewState, and/or upload and download files.

🤖 AI Executive Summary

CVE-2017-9248 is a critical cryptographic weakness in Progress Telerik UI for ASP.NET AJAX and Sitefinity that allows attackers to brute-force encryption keys through an oracle attack on the Telerik.Web.UI.DialogHandler. Successful exploitation enables disclosure of MachineKey values, arbitrary file upload/download, XSS attacks, and ViewState manipulation leading to remote code execution. Despite being discovered in 2017, this vulnerability remains actively exploited in the wild and is listed in CISA's Known Exploited Vulnerabilities catalog. Organizations running unpatched Telerik UI components face immediate risk of full server compromise.

🇸🇦 Saudi Arabia Impact Assessment
This vulnerability poses significant risk to Saudi organizations, particularly government portals and e-services platforms built on ASP.NET with Telerik UI components. Saudi government agencies under NCA oversight, banking institutions regulated by SAMA, and healthcare organizations frequently use ASP.NET-based web applications that may incorporate Telerik UI. Energy sector companies including ARAMCO subsidiaries and contractors running internal web portals are also at risk. Telecom operators like STC and Mobily with customer-facing portals built on .NET technology could be affected. The vulnerability's active exploitation status and availability of public exploit tools (dp_crypto, telerik_ui_rce) make it a high-priority threat for Saudi SOCs, especially given that many legacy government and enterprise applications in the Kingdom still run older Telerik versions.

🔧 Remediation Steps (English)
IMMEDIATE ACTIONS:
1. Identify all instances of Telerik UI for ASP.NET AJAX and Sitefinity across your environment by scanning for Telerik.Web.UI.dll files
2. Check for the DialogHandler.aspx endpoint exposure — block access to /Telerik.Web.UI.DialogHandler.aspx at the WAF/reverse proxy level immediately
3. Monitor IIS logs for suspicious requests to DialogHandler.aspx with encoded parameters

PATCHING GUIDANCE:
4. Upgrade Telerik UI for ASP.NET AJAX to version R2 2017 SP1 (2017.2.621) or later
5. Upgrade Sitefinity to the latest patched version as per Progress advisory
6. After patching, rotate all encryption keys including Telerik.Web.UI.DialogParametersEncryptionKey and ASP.NET MachineKey values in web.config
7. Ensure unique, strong, randomly generated keys are used — do not use default values

COMPENSATING CONTROLS:
8. If immediate patching is not possible, restrict access to Telerik dialog handlers via URL rewrite rules or WAF policies
9. Implement IP whitelisting for administrative Telerik endpoints
10. Deploy WAF rules to detect and block oracle-style brute force attempts against DialogHandler

DETECTION RULES:
11. Monitor for repeated requests to Telerik.Web.UI.DialogHandler.aspx with varying dp parameter values (oracle attack indicator)
12. Alert on HTTP 500 error spikes targeting Telerik endpoints
13. Deploy YARA/Sigma rules for dp_crypto and telerik exploitation tools
14. Monitor for unexpected file uploads in Telerik upload directories
Telerik.Web.UI.dll
Web.UI.DialogHandler.aspx على مستوى WAF/البروكسي العكسي فوراً

Progress

Telerik
Telerik
