📄 Description (English)

Hirschmann HiLCOS products OpenBAT, BAT450, WLC, BAT867 contains a firewall filtering vulnerability that fails to correctly filter IPv4 multicast and broadcast traffic when management IP address filtering is disabled, allowing configured filter rules to be bypassed. Attackers with network access can inject or observe multicast and broadcast packets that should have been blocked by the firewall.

🤖 AI Executive Summary

CVE-2017-20233 is a firewall filtering bypass vulnerability in Hirschmann HiLCOS industrial control products that fails to properly filter IPv4 multicast and broadcast traffic when management IP filtering is disabled. This allows attackers with network access to bypass configured firewall rules and inject or observe packets that should be blocked. With no patch available and no exploit publicly disclosed, organizations must implement compensating controls immediately.

🇸🇦 Saudi Arabia Impact Assessment
This vulnerability primarily affects Saudi organizations operating industrial control systems and critical infrastructure, particularly: (1) ARAMCO and energy sector facilities using Hirschmann HiLCOS switches for SCADA/ICS networks; (2) Water and electricity utilities (SEC, SWCC) managing critical infrastructure; (3) Petrochemical and manufacturing plants with industrial networks; (4) Telecommunications infrastructure (STC, Mobily) using industrial-grade networking equipment. The bypass of firewall rules in ICS environments poses significant operational technology (OT) security risks, potentially allowing unauthorized access to critical control systems.

🔧 Remediation Steps (English)
Immediate Actions:
1. Inventory all Hirschmann HiLCOS products (OpenBAT, BAT450, WLC, BAT867) in your environment, particularly in OT/ICS networks
2. Verify current management IP filtering configuration status on all affected devices
3. Disable multicast and broadcast traffic at network perimeter if not operationally required
4. Implement network segmentation to isolate affected devices from untrusted networks

Compensating Controls (no patch available):
5. Enable strict VLAN segmentation for ICS networks containing affected devices
6. Deploy network-based filtering at upstream switches/routers to block IPv4 multicast (224.0.0.0/4) and broadcast traffic destined to affected devices
7. Implement 802.1X port-based access control to restrict network access to authorized devices only
8. Monitor and log all multicast/broadcast traffic on network segments containing Hirschmann devices
9. Restrict management access to affected devices to specific trusted IP addresses via external firewall rules
10. Consider replacing affected devices with alternative vendors if operationally feasible

Detection Rules:
- Alert on IPv4 multicast packets (destination 224.0.0.0/4) reaching Hirschmann device interfaces
- Monitor for broadcast storms or unusual broadcast traffic patterns
- Log all configuration changes to firewall filtering rules on affected devices
- Track unauthorized access attempts to management interfaces

Hirschmann

Hirschmann
